IDEA Part C centers on early intervention for infants and toddlers with disabilities and their families, delivered through an Individualized Family Service Plan (IFSP). The emphasis is on family-centered services, meaning the plan is built around the family’s priorities and daily routines, and services are usually provided in natural environments like the child’s home or community settings rather than in a clinic. The IFSP outlines the specific developmental needs and the early intervention supports the child will receive, with active collaboration from caregivers. As the child nears age 3, transition planning helps connect with Part B services that use an IEP for preschool and school-age supports. This differs from school-based IEP-centered services (Part B), and it isn’t limited to medical-physical therapy or aimed only at teens, which would fall outside the birth-to-3 focus of Part C.
